Lessly Goudarzi

Founder and Managing Director of OnLocation, Inc., a management consulting firm providing technical, economic and financial counsel in both the private and public sectors. He has over thirty-five years of experience in management consulting including a wide variety of project specific, industry wide, integrated regional, national and international energy and environmental policy analyses. OnLocation is recognized as one of the leading consulting institutions advising a diverse set of stakeholders in establishing a climate change/greenhouse gas policy for the US.

Mr. Goudarzi was one of the pioneers of competitive analysis of power companies in the selection of equity fund investments, multi-area trading models for expanding bulk power transactions and the development of event driven insurance products for the electric power industry (e.g. generation outage insurance). Mr. Goudarzi introduced risk management concepts and analysis processes to the Rural Utilities Service (RUS) electric and broadband lending programs where provided economic and financial advisory services for over 15 years. As financial advisor to the RUS, Mr. Goudarzi played a central advisory role in a number of power company bankruptcy proceedings as well as debt restructurings. In addition, he has over twenty years of experience in integrated energy modeling making key contributions to forecasting models in use by the Department of Energy, Energy Information Administration, Environmental Protection Agency and other federal and regional government entities.

Mr. Goudarzi has an MBA concentrating in Management Science from Virginia Tech and received his B.A. from Wittenberg University where he majored in Economics.

Frances P. Wood

A Director with OnLocation, Ms. Wood has over twenty-eight years of consulting experience with government and private clients. She has performed and managed national energy and environmental policy analyses using integrated energy models such as IDEAS, NEMS and POEMS. For over a decade, she has managed the integrated modeling for R&D benefits analysis using NEMS for the DOE Office of Energy Efficiency and Renewable Energy. Ms. Wood supported the DOE Policy Office with several analyses of restructured electricity markets, as well as price and environmental policy analysis for an independent power producer. Her electric utility experience includes performing financial analyses for debt workouts pertaining to generation and transmission cooperatives under the RUS programs. She also has conducted numerous studies focused on the potential for oil consumption and greenhouse gas emission reductions from various policies and advanced technologies in the transportation sector.

Ms. Wood was Director of Consulting for AES Corporation before joining OnLocation. In that capacity, she managed a multi-year DOE contract providing analytical and modeling analysis support. She managed studies for various clients that focused on the investment criteria and market potential for non-utility generation, energy efficiency options, and integrated resource planning.

Ms. Wood has a B. A. from Dartmouth College (cum laude) and a M.S. in Engineering Economic Systems from Stanford University. Back to Top

Dana K. Griswold

A Senior Consultant with OnLocation, Ms. Griswold has over twenty years experience designing and implementing models and information systems for many types of clients. She supports the international, integrated Markal model SAGE (DOE/EIA) and was the key analyst in the design and implementation of changes made to the SAGE electricity sector. She assisted with the WEPS+ model implementation in Eviews. She supports the (DOE/EIA) U.S. integrated energy model NEMS and was a major contributor in the development of the Policy Office Electricity Modeling System (POEMS). She also was a key contributor to the implementation of the initial NEMS hydrogen model. She has successfully undertaken model conversions from several different platforms (Personal Computer, Mainframe, RISC) and between different versions of models (NEMS to POEMS). She has assisted clients by conducting numerous electricity, energy, and environmental studies.

She has a B.A. in International Studies from Dickinson College, a B.S. in Information Systems Management from the University of Maryland, and a M.S. in Technology Management from the American University. Back to Top

Reginald (Sandy) Sanders

As a Senior Consultant with OnLocation, Mr. Sanders has twenty-five years of experience as an operations research analyst in the energy industry. For EIA, Mr. Sanders has developed models of the environmental and economic impact of alternative emission control technologies required by the Clean Air Act Amendments including EPA's recent Clean Air Interstate Rule (CAIR) and Clean Air Mercury Rule (CAMR). He has developed and implemented models for DOE, EIA and private clients of optimal generation capacity expansion and production costing employing various optimization algorithms. For the RUS in the New Hampshire Electric Cooperative Bankruptcy, Mr. Sanders was a senior participant in a detailed assessment of the potential wholesale power markets in New England. He has extensive experience in project management for complex computer assisted analyses including the development, maintenance, and utilization of large-scale optimization models; design and analysis of model simulations; and development of analysis reports. Mr. Sanders played a central role on Electricity Market Module development team that developed the National Energy Modeling System (NEMS). He is the principal architect of the POEMS modeling framework and TRADELEC(tm)model.

Before coming to OnLocation, Mr. Sanders was responsible for moving the Royal Australian Navy into the vanguard of Logistics Science by the development of an advanced readiness based sparing model. In addition, he has previous work experience with a major electric utility and has conducted policy analysis on the Natural Gas Policy Act of 1978, The Power Plant and Industrial Fuel Use Act, The Windfall Profits Tax and the President's Tax Reform Bill.

S. Lynne Smith

As a Senior Consultant, Ms. Smith has extensive experience in the development and application of complex spreadsheet modeling systems. She has built financial forecasting models of electric G&T, distribution and telecommunications entities. She has been responsible for the financial analysis of a number of cooperative operations for use in debt restructurings. She also contributed to the development of the first quantitatively based portfolio risk management assessment system for the USDA Rural Utility Service broadband and electric programs. Ms. Smith has nearly 25 years of experience in accounting and business administration. She has been the controller for a number of entities including OnLocation.

Sharon B. Showalter

As a Senior Consultant with OnLocation, Ms. Showalter has more than 24 years experience with technical analysis, computer modeling and project management in analyzing potential impacts of proposed energy and environmental policies with a special emphasis on climate policy and the electricity sector. Since joining OnLocation, she has managed projects and provided energy and environmental expertise to a variety of government and non-government clients. Projects include analyzing the potential energy, environmental and economic impacts of numerous proposed legislative cap-and-trade policies, renewable electricity standards and emerging technology options such as carbon capture and storage (CCS) using the National Energy Modeling System (NEMS) computer model.

Ms. Showalter also provided energy modeling, environmental, and strategic planning expertise as a Senior Project Manager at the AES Corporation before joining OnLocation. In that capacity, she managed a multi-year DOE consulting contract providing analytical and energy modeling support using the IDEAS energy simulation model. She also produced AES's first public environmental report that included development of the company's first CO2 emissions inventory, as well as writing numerous internal reports related to environmental, strategic, and social responsibility issues facing the company.

Nicolaos Kydes

As a Senior Consultant with OnLocation, Mr. Kydes has over 6 years of experience in advanced algorithm research and development, computer and database programming, and data analysis. Recent energy projects include the development and integration of a Hydrogen Market Module for incorporation into the NEMS.

Prior to working at OnLocation, Mr. Kydes managed several advanced research programs in the defense industry.

Kara Callahan

As a Senior Consultant with OnLocation, Ms. Callahan has more than 20 years of energy industry experience - primarily in electricity and natural gas planning, development and analysis. Before joining OnLocation, Ms. Callahan was the Managing Director of Strategy and Scenario Analysis at the AES Corporation. In that capacity Ms. Callahan was responsible for research and analysis of new business lines and energy technologies and long-term business development and planning. During her tenure at AES, Ms. Callahan also held positions as Manager of Development and Manager of Forecasting and Analysis. As Manager of Development, Ms. Callahan developed and financed coal- and natural gas-fired power plants both domestically and internationally. As Manager of Forecasting and Analysis, Ms. Callahan provided quantitative analytical support to the Corporate Planning function.

Kenneth Dubin

A Consultant with OnLocation, Mr. Dubin has over 4 years of energy industry experience. He has contributed to recent projects including R&D benefits analysis for the DOE Office of Energy Efficiency and Renewable Energy using the NEMS model, various Renewable Portfolio Standards studies, and energy efficiency scenarios for the Stanford Energy Modeling Forum. Responsibilities include setting up alternative modeling scenarios including modifications of technology characteristics and policy variations, as well as analyzing and displaying results.

Prior to working at OnLocation, Mr. Dubin was an analyst in the Energy and Derivatives practice group at a Washington, D.C. law firm. He has a B.A. in Economics from the University of Virginia.Back to Top

Bill F. Roberts

A Senior Associate Consultant, Dr. Roberts is the President and founder of Economic Sciences Corporation that has collaborated with Onlocation on client projects for the past 20 years. For 34 years, he has directed his Company's economics consulting practice and its commercial software development activities, serving over 100 clients including energy utilities, energy consumers, government agencies, financial institutions, and telecommunications firms. His primary focus has been on analytic methodology and policy issues related to energy markets. His consulting engagements with utilities and regulatory agencies have encompassed issues related to: service area economics, load and revenue forecasting, rate design, capacity planning, demand-side management, productivity and efficiency analysis, competitive analysis, electric industry restructuring, and strategic planning. His consulting engagements with energy consumers have been related to energy cost and risk management including analysis and forecasting of enterprise load shapes, conservation and load management, forecasting wholesale electricity prices, and power acquisition strategy. He has been actively involved in many aspects of California's electricity market restructuring efforts including pre-restructuring efficiency analysis of California utilities, wholesale market analysis and forecasting, and direct access power acquisition. Post restructuring, he has represented the Building Owners and Managers Association of California regulatory proceedings concerning rates, energy efficiency, and load management.

Dr. Roberts holds a Ph.D. in economics from the University of Minnesota. Prior to establishing Economic Sciences Corporation, he held faculty positions at the University of California, Berkeley, and at Stanford University. Back to Top

Dave Hirshfeld

A Senior Associate Consultant, Mr. Hirshfeld holds a Bachelors of Science in Chemical Engineering from Rensselaer Polytechnic Institute, a Masters in Chemical Engineering from the University of Delaware, and a M.S. in Applied Math from Stevens Institute of Technology.

Prior to establishing MathPro Inc. in 1990, with Sobotka & Co., Inc, he served as a Director of Strategic Planning for U.S. Synthetic Fuels Corporation and also worked for Esso Research & Engineering Company. Mr. Hirshfeld is a chemical engineer specializing in analysis of the interactions between clean fuels regulations, developments in refining technology, the economics of oil refining, and the economics of alternative fuels. He has analyzed the economics of the oil refining sectors and of individual refineries in the United States, Canada, South America, Japan, and Europe. He has analyzed the economics and the net energy balance of ethanol production. Experience includes extensive use of refinery LP modeling to assess costs and impacts in the refining industry of fuels regulations and government policies. He has formulated and guided implementation of profit-enhancing optimization models for operations planning and investment planning in the petroleum industry (as well as the forest products, container, and food and beverage industries). He designed and built MathPro Inc.'s proprietary refinery modeling system, ARMS.

He is also a former council member and President of The Institute of Management Sciences (TIMS), an international professional society and a Fellow of the Institute for Operations Research and Management Science (INFORMS). Back to Top

Jeff Kolb

A Senior Associate Consultant, Mr. Kolb holds a B.A. in Mathematics from The University of Wisconsin, an M.A. in Economics, and a Ph.D. in Economics from The University of Oregon.

Prior to working for Math Pro, he worked with Sobotka & Company, Inc., U.S. EPA, and NERA. Mr. Kolb is an applied micro-economist with exceptional skills in analyzing technical and economic data and in developing computer-based models for technical and economic analysis. He has more than twenty-five years of experience in analyzing energy, environmental, and economic issues. Experience includes extensive use of refinery LP modeling to assess costs and impacts in the refining industry of fuels regulations and government policies; development and assessment of economic incentive systems (e.g., trading and banking of emissions credits) for improving the cost-effectiveness of government regulations; and litigation support in cases involving refining economics, as well as anti-trust and other issues. Helen Chin

An Associate Consultant, Ms. Chin is a Vice President of Economic Sciences Corporation and has collaborated with Onlocation on client projects for the past 20 years. Her primary role has been in the development of large data bases, econometric modeling and forecasting, and statistical analysis related to electric and gas utilities and energy markets. She has managed client projects in the following areas: strategic and corporate modeling, competitive/benchmarking analysis, residential appliance survey modeling and analysis, energy and peak demand modeling and forecasting, and regional economic/demographic model development and forecasting. Vicki Folmar

A Senior Associate Consultant with OnLocation, Dr. Folmar has more than 15 years of experience in developing and implementing optimization models, using linear and mixed-integer programming. She is currently involved in the re-structuring and upgrading some of the optimization models in NEMS.

Prior to joining OnLocation, Dr. Folmar worked with Exelon Power on a process re-design project. Prior to that, she spent 12 years in supply chain management consulting, performing process analysis and implementing system modeling systems for Fortune 500 consumer and industrial goods manufacturers. She also worked for the MITRE Corporation, a contractor for the Federal Aviation Administration, as an Operations Research Analyst, where she performed several benefits analyses of changes in air traffic control procedures and of various new airplane and radar equipment.

Dr. Folmar received her B.A. in Mathematics from the University of Delaware and her Ph.D. in Operations Research from the Pennsylvania State University. She returned to the University of Delaware as an MBA instructor for 5 years. Back to Top

Nam Pham

Senior Associate Consultant with OnLocation, Dr. Pham is the founder and Managing Partner of ndp|consulting. Prior to founding the firm in 2000, Dr. Pham was Vice President at Scudder Kemper Investments in Boston, where he was responsible for research, asset allocations and currency hedges for Scudder's global and international bond funds. Before that, he was Chief Economist of the Asia Region for Standard & Poor's DRI in Boston. Dr. Pham has more than twenty years of experience in multinational organizations and government agencies. This tenure includes time as an economist at the World Bank, as well as a consultant to the Department of Commerce and the Federal Trade Commission.

In addition, Dr. Pham is an adjunct professor at George Washington University, where he has taught undergraduate and graduate courses in monetary economics, international trade and finance, macroeconomics and microeconomics. Dr. Pham earned a Ph.D. in economics from George Washington University with concentrations in international trade and finance, economic development and applied microeconomics, a M.A. from Georgetown University and a B.A. from the University of Maryland.
