National Energy Modeling System (NEMS)

The National Energy Modeling System (NEMS) is a detailed computer-based, energy-economic modeling system of U.S. energy markets. NEMS projects energy supply, demand, imports, conversion, and prices to the year 2030, subject to market assumptions such as macroeconomic and investment factors, world energy markets, fuel availability, technology cost and performance characteristics of energy technologies, and more. The model was developed and is maintained by the Energy Information Administration (EIA) for use in developing annual projections (in particular the "Annual Energy Outlook") and for evaluating energy policies. OnLocation contributed to the original design of the NEMS Electricity Market Module and continues to update and enhance it for EIA.

In addition to model support, OnLocation uses NEMS to analyze a variety of energy and environmental policies for clients. Recent projects include:

  • Exploring the implications of various environmental legislative proposals, including the Bush Administration's Clear Skies Act, Senator Bingaman's Climate and Economy Insurance Act, Senator Carper's Clean Air Planning Act, and Senators McCain-Lieberman Climate Stewardship Act.


  • Analyzing the potential economic, environmental and energy security benefits associated with several of the Department of Energy's research and development programs as part of the annual Government Performance and Results Act of 1993 (GPRA) federal budget requirement. In a related activity, OnLocation assists various national energy laboratories in their evaluations of the effectiveness of the NEMS model in capturing the costs and benefits associated with energy technologies in DOE's research and development portfolio.
